BINOCAR includes local, regional, national and disease-specific registers covering England, Wales, Scotland and Ireland. The first regional register to be established was in the Northern region in 1984 and since that time regional registers have been established for West Midlands, Mersey, North Thames, Wessex, East Midlands & South Yorkshire, Oxfordshire, Berkshire & Buckinghamshire, Wales and South West Region. In addition disease-specific registers have been developed nationally for Downs and Cleft Lip & Palate defects and in London for the Screening for Chromosomal Anomalies. These registers have optimised the coverage, completeness and ascertainment of all (or their specified) congenital anomalies for their population and are therefore able to provide better quality data than the national system. There are national data collection systems for congenital anomalies. Since 1964 the National Congenital Anomaly System (NCAS) at ONS has monitored the numbers of congenital anomalies reported by health authorities in England and Wales. In Scotland data are collated by Information Statistics Division (ISD). As a result of improved data collection by regional registers, NCAS have been encouraged to develop links with regional registers as the best method for improving national data collection quality and quantity.
